Thuy Phu is a plain commune, located about 6 km from the center of Phu Xuyen town. The boundary of the commune is defined as follows: Hung Yen province borders on the north; The South borders on Hong Thai and Nam Phong communes; East to Hong Thai commune; West borders Van Nhan commune. The planning boundary covers the whole commune's natural area of 319.75 ha.
The plan is designed to:

- The commune center is the current center with a total planned area of 7.8 hectares. The central area includes the following works: commune offices, health stations, schools, ...
- Preserve the location of residential areas, landscape, cultural space, ... of the commune as the status quo. Fulfill the existing non-agricultural land fund for the development of a social infrastructure network.
- Conversion of a part of agricultural land far from population areas into non-agricultural production or business areas. Arranging production facilities can pollute these areas.
- Develop community tourism areas based on the exploitation of natural resources and cultural heritage.
- Diversify crop structure with intensive farming methods, increase crop yields, increase land use coefficient and production efficiency on each unit of land, both cultivate and rehabilitate land for monoculture, soil degradation. , the main crops of the commune are rice, maize, legumes.
- Forming livestock farms in the direction of concentrated, separate, industrial, far from residential areas, develop closed production form from production to processing and marketing.
